If you want to *make* a weapon instead, rather than just editing an existing one, you'll want to download the appropriate programs for that, such as NifSkope, Blender, Photoshop etc.

Select the 'Items' tab in the 'Object Window', then select the 'Weapon' tab to see all the weapons available in the game's files, but to edit a weapon, just double-click on, say, 'MysteriousStranger44Magnum' to see the weapon editing interface, then change the appropriate values in the boxes below to turn it into a god-weapon or a flamethrower that can be repaired with alcoholic beverages. Also make sure that when you extract the files it doesn't make itself a new folder you MUST make sure that all four files are in the main Fallout New Vegas directory with the other. Then you just run the GECK.exe and it should work. at least, that's what the interface is like for me. Which will mainly look like this 'C:\Program Files\Steam\steamapps\common\fallout new vegas'. in that it's so huge that you can't see where the 'Cancel' and 'Okay' buttons are you can unlock your taskbar (Win7, not sure about any other OS) to see a little bit more of the weapon editing interface, but not by much. When logged in, you can choose up to 12 games that will be displayed as favourites in this menu. Now, you'll be able to edit any existing weapon, item, or creature in the game via the 'Object Window', though the weapon editing interface is slightly bugged. This feature is deprecated in Fallout: New Vegas, use audio markers instead. Music: Set the music type for this worldspace. So, once the G.E.C.K has been fully loaded after a minute or two, you'll be able to see a list of all the locations in the game in the 'Cell View' window, allowing you to select a location in the 'Cell View' window and thus see the 'Render Window' show the location you selected from the 'Cell View' window. Needs Water Adjustment: This appears to be a new feature of GECK 1.5 and needs to be tested. Oh, but if you have any DLCs, untick them before giving the okay, otherwise you won't be able to load up the G.E.C.K (that's what I have to do, anyway). To edit a weapon in the G.E.C.K, you'll have to select 'File' from the top left of the program, then select 'Data' so that you can double-click on the 'FalloutNV.esm' to set its status as an active file, then click 'Okay' and wait for the G.E.C.K to load. If you're just starting out on the modding scene, you should take a look at a tutorial [of it before you try to change anything messing with the G.E.C.K without a proper idea of what to do can be.
